Guidelines for California documents:
Debra Bowen’s office at the California Secretary of State issues apostilles on birth, marriage, divorce and death certificates, articles of incorporation, business bylaws, powers of attorney, diplomas and transcripts that meet the following requirements:
Signed documents by county clerks, state registrars Department of Health Services (DHS) and recorders as well as authorized signatures for the superior court.
Please note that if your document has been signed by a Medical Doctor (MD) or "health officer", the birth certificate will not be acceptable and a new copy must be requested.
Some documents have bar-codes, this feature varies from county to county and bears no effect for apostille purposes, the documents will be acceptable.
Documents must be originals and copies will not be accepted.
Divorce documents must be stamped as FILED and sealed by the superior court to be acceptable for apostille. Divorce decrees, agreements, and certificates of no marriage record, need to be certified by the court and signed by the clerk of the court including an affixed court certified copy seal.
Notarized documents such as letters, certificates of origin, powers of attorney, statements, declarations, assignments or affidavits should contain an acknowledgement statement printed or stapled to the document like the one below.

School diplomas transcripts or school records issued Stanford University, University of California Berkeley, University of California Los Angeles, University of California San Diego, University of Southern California Los Angeles, California Institute of Technology Pasadena, University of California Santa Barbara, University of California Riverside, University of California San Francisco, University of California, San Diego State University, San Francisco State University among others, must be notarized by the school registrar before requesting an apostille.
